The leadership of the Ministry of Labour, Social Protection and Family convened a meeting, on April 19, of all the heads of residential institutions subordinated to the ministry, with the aim of presenting the mission, functions and powers of the National Social Assistance Agency (ANAS).
At the beginning of the meeting, Minister Stela Grigoraș thanked all the heads of institutions for their hard work and courage in the deinstitutionalization process, noting that the newly created institution comes to consolidate and make the social assistance system in the Republic of Moldova more efficient.
“The National Social Assistance Agency will ensure the effective implementation of the process of deinstitutionalization of the beneficiaries in foster care and, at the same time, will contribute to the more intense monitoring of the respective institutions,” the minister emphasized.
ANAS will contribute directly to the establishment of the system of professional training, evaluation and management of the professional performance of the staff within the social services and increasing their quality. Also, the institution will develop the methodological framework for the unitary implementation of legislation in the field of social assistance. This will ensure the development/revision of regulations – framework, quality standards, guides, operational manuals, institutional policies, etc. At the same time, the Agency will manage the activity of social assistance and rehabilitation/recovery institutions in which the Ministry of Labour, Social Protection and Family has founding status.
During the meeting, other topics were also discussed, among which: the implementation of the Transformation Plans of the public institutions managed by the Agency, the completion of civil status documents for beneficiaries from institutions that do not possess them and the implementation of paid placement social services.
In this context, the director of ANAS, Vasile Croitoru, emphasized the need for effective collaboration between residential institutions and the Agency, in order to successfully implement their Transformation Plans, the process of deinstitutionalization of people with disabilities, and the development of social services.
We specify that the Regulation on the organization and operation of the National Social Assistance Agency was approved by the Government on February 11, 2016.
